No. Wishpicks lets you start a list, add wishes and share it without an account, and friends don't need one to open it; an account lets you edit anywhere.
To start without one, add a wish, or choose Continue without an account on the sign-in page. That browser keeps your edit access to whatever you make, and a strip under the header reminds you that you're browsing without an account.
What does "Saved in this browser only" mean?
It means you can edit what you made without an account only in this browser. On any other device, a list's link opens it the way a friend sees it, unless the list is set to Only me. Clear your cookies or stay away a long while and you lose that edit access, unless you've set up Protect access: see "Can I recover a list made without an account?".

How do I move my lists to an account?
Sign in or sign up in the same browser you made them in, and they move to your account, along with any gifts you reserved there.
Open Wishpicks in the browser that has your lists.
Tap Save access in the strip under the header.
Sign in or sign up. "How do I sign up or sign in?" has the options.
Your lists and reservations are now in your account. Sign in on any other device to reach them.
Using Continue with email? Open the sign-in link in that same browser. If your email app opens links somewhere else, copy the link into the browser that has your lists.
Do my friends need an account or an app?
No: your list opens in their browser with no app or account, and they can reserve without signing in unless you've set Who can reserve to Only signed-in people. "Can I see what's reserved on my list?" shows where to change that setting.
What needs an account?
You need one to:
invite people to help run a list, or join one you're invited to
set a list to Everyone
make collections, follow people or save products you like
turn on price-drop alerts, track a price or get Wishpicks Plus
report a profile or hide an offer
open Settings or your profile
Without an account, Updates opens but stays empty.
Tips
Move your lists to an account before you clear your cookies, switch phones, reset your browser or leave a shared computer.
Not ready to sign up? Set up Protect access on each list you made, so you can get edit access back later.
Make lists in your usual browser, not in a private window, which forgets your edit access when it closes, or in a chat or social app's built-in browser, which counts as a separate one.
